Barnfield Hall: public consultation on proposals for new council homes

Introduction

Thank you for taking the time to view our proposal for new council homes near the Barnfield Estate. The new homes form part of the Greenwich Builds programme to deliver 750 new council homes across the borough.

We are inviting you to give feedback on our plans, so please fill in the survey at the bottom of the page once you have read the overview and accompanying documents. There is an option within the survey to ask us questions, should you wish to do so. We will answer those with a follow up post, so please opt in when asked to receive a notification advising when the answers have been posted.

Where we're building

The site is located between between Barnfield Road and Wrottesley Road in Plumstead. Currently the site houses one building which is home to the community-use Barnfield Project, also know as Home Start, plus a disused single storey building. You can see the site marked by the red line below - the colours of the surrounding buildings indicate their height, pink are two storey buildings, yellow are three storey, green are four storey and purple are five storeys tall.

The surrounding area features a mixture of architectural styles including 1950s apartment blocks as well as Victorian, Post-war to 1970s buildings. There is a mixture of materials and colours such as Red Brick, Buff Brick, London Stock and render; there are also some interesting brick bonds used in the area such as English, Flemish and Stretcher.

What we're proposing to build

We are proposing to build 19 apartments across two buildings. The proposed development will be comprised of:

• Eight one-bedroom two-person flats

• Nine two- bedroom four-person flats

• Two one-bedroom two-person wheelchair-accessible flats

These homes exceed the space requirements as stated in the nationally described space standards and are M4(2) compliant, and the wheelchair accessible flats are Approved Document Part M4(3) compliant, as well as following the guidance in the Greenwich Wheelchair Site Brief 2012.

Each flat will have have direct access to a private balcony which exceeds the size recommendations set out in the London Plan. The ground floor dwellings also benefit from direct access to private gardens.

Refuse will be stored in individual bin stores at each building, located near the front entrance for ease of access and use, and will be collected from the road at Barnfield Road and Barnfield

Energy + Sustainability

The proposals are designed in line with Greener Greenwich’s aims of be lean, be clean, be green and will be net-zero carbon.

The construction uses structural insulated panels (SIPs), one of the most environmentally responsible building systems available. The main benefits of SIPs construction are the inherent high levels of insulation within the panels and that the building can be extremely airtight. This means that the building envelope will be energy efficient, resulting in low energy consumption and less CO2 emissions.

In addition to ensuring the design has low energy demands through providing a highly insulated and airtight thermal envelope, sustainable technologies are included in the proposals.

The airtight construction will benefit from the inclusion of a mechanical ventilation system with heat recovery (MVHR) which minimises energy waste and improves internal air quality.

Arrays of solar photovoltaic panels are provided on the areas of flat roof, alongside air-source heat pumps.

Landscaping

Our plans include a number of landscaping improvements and you can see a plan of how these will be laid out below. The key for the numbered features is as follows:

Parking and cycle storage

The proposed layout provides two wheelchair-accessible car parking spaces at 4 x 6.6m, accessed from the existing vehicular route from Barnfield Gardens to the south and east of the site via Wrottesley Road.

The scheme includes areas for 34 cycles spaces split across both buildings in compliance with the London Plan. These will be a two-tier josta bike rack systems. Both wheelchair flats contain there own cycle storage to allow for a larger bicycle and in a more convenient location to them.
